Chief Executive Officer
Dmitri brings decades of experience in leadership roles in operations, business development and management consulting.
Prior to joining Metro Vein Centers, Dmitri worked in asset management and operations for Hersha Group, a family owned hospitality management company where he was responsible for a portfolio of over twenty hotels. At Starwood, he headed finance and strategic planning for Le Meridien Hotels Group and ran Bliss, a chain of 40 spas across the North East. He started his career as a management consultant with Marakon Associates. Dmitri earned an MBA from The Wharton School at the University of Pennsylvania, where he was a Paul Green Scholar, and a BSc in Computer Science and Economics from Odessa Polytechnic University.
Andrew has been a board member of Metro Vein Centers since 2018 and recently joined the company as President overseeing finance, marketing, and strategic development.
Prior to joining Metro Vein Centers, Andrew managed a private investment firm, Mertal Family Partners, through which he supported entrepreneurs and executives to build and grow small companies. Andrew’s investment and operating experience includes working with executives in industries such as cosmetic dermatology, financial technology, manufacturing, and auto dealerships. Previously, Andrew was an investment professional at Blackstone Capital and Gamut Capital. Andrew has also spent time at Goldman Sachs and Barclays in their investment banking division. Andrew graduated magna cum laude from Georgetown University where he was captain of the triathlon team.
Chief Operating Officer
Art brings decades of experience in operations, strategic growth, and leadership roles in the healthcare industry.
Prior to joining Metro Vein Centers, Art was Director of the Northeast Operations for Stericycle (NASDAQ: SRCL). He joined Stericycle in 1993, when the Company had $2M in revenue and 65 employees and was part of the team that helped it grow into a company with $2.9Bm in revenue and 15,000+ employees, where he personally oversaw a staff of 1,100. Art’s expertise includes sales, proactive organizational building and continuous process improvement. Art led operations for regulated medical waste disposal and pharmaceutical waste services along with hazardous and solid waste in 12 states. He led the team that contained the U.S. EBOLA crisis risk by managing the waste at the New York hospital where one of country’s first cases was treated, and mitigated public health contamination risk (e.g., EBOLA, AIDS, mad cow disease and hepatitis) by maintaining compliance in multiple jurisdictions and states.
Art has been a member of the Blauvelt Volunteer Fire Company since 1982 (former Department Chief and Board Director). He received his Bachelor of Science in Business from Dominican College, Blauvelt, NY.
Manager of Billing Operations
Ashley has been a member of the Metro Vein Centers team for the past five years and has played an integral role in the growth and development of our Billing Department.
As the Manager of Billing Operations, she is responsible for strategic planning, revenue and collections management, month-end closing, quality assurance and the professional development of our rapidly growing billing team, while continuously collaborating with other departments to ensure a seamless workflow.
Prior to her current role, Ashley served as our Lead Biller, where she was responsible for the billing and coding of our five original centers. During that time, she was also the leading force behind the creation and implementation of the billing protocols utilized today, focusing on accuracy and efficiency in all aspects of the billing process.
A native to Michigan, she graduated from Central Michigan University with a Bachelors of Science in Education. She has successfully earned her Certified Outpatient Coder certificate and specializes in the billing requirements of vascular disease and venous insufficiency.
VP Corporate Development
Phillippia brings over 20 years of extensive financial experience working as a Controller across multiple industries.
Her expertise covers a broad range of responsibilities including accounts payable, accounts receivable, asset protection, budget analysis, external/internal audits, and acquisition management. She has been instrumental in the development of financial policies and operational standards for the entire Metro Vein Centers organization.
Prior to her tenure with Metro Vein Centers, Phillippia served as the Controller for a non-profit organization, managing over 550 charitable funds, regularly reporting to the Board of Directors. In that role, she was responsible for the preparation and submission of grant proposals, ensured appropriate delegation of gifts and donations, monthly accounting, as well as seasonal work with auditors and tax preparers. She also led the administration of investment transactions for their complex portfolio of over 35 managers and performed monthly reconciliations of all financial activities and assets.
Phillippia is a graduate of Davenport University where she obtained a Bachelor of Business Administration in Accounting.
Call Center Manager
Staci has been a member of the Metro Vein Centers team for the past three years.
She’s played a crucial role in the creation and development of our rapidly expanding call center. As the manager of the call center, she is responsible for the implementation and maintenance of policies and procedures, analyzing call volumes, identifying trends, preparing reports using our custom made call-tracking tools, while working hand-in-hand with our marketing team to ensure accurate representation of our company and services. She excels in educating and coaching her team members to maximize efficiency and achieve the highest quality of customer service for every Metro Vein Centers patient.
Prior to her current role, she served as our Lead Receptionist, where she was responsible for training and maintaining the daily flow of our Patient Service Representatives across the country. Staci’s first priority has and always will be quality customer service.
While successfully balancing her career and family, she’s currently pursuing her Bachelor’s degree in Healthcare Management at South University. She’s looking forward to using the knowledge obtained to aid in the continued growth and development of our call centers.
Jamie has been a member of the Metro Vein Centers team for over two years.
She got her start as a receptionist at our Clinton Township location and was shortly promoted to Receptionist Manager in 2018. Having a position created based on her knowledge and dedication to the company. In this role, she has successfully grown her department from a team of 17, to a team of over 40, to sustain the continuing growth of the organization.
One of Jamie’s strengths is her desire to promote and encourage the professional development of her team. As the Receptionist Manager, she’s played a pivotal role in establishing the current, company-wide policies and procedures, as well as implementing a detailed training process, emphasizing the standard of excellence expected by our patients. Most recently, she has started working on a multi-departmental initiative, focused on patient satisfaction and retention. In doing so, she’ll be striving to automate the patient intake process, while utilizing the newest technological advances to improve patient and physician interaction, to ensure every patient receives the highest quality of care.
Jamie is currently attending South University to pursue her Bachelors of Science in Healthcare Management and is a member of the International Honors Society in Business, Delta Mu Delta. In her spare time, she enjoys working out, spending quality time with her family, or relaxing with a good book.
Dr. Tonie Reincke, M.D., is a board-certified Interventional Radiologist with over ten years of experience.
Dr. Reincke completed a Radiology Residency and an Accredited Interventional Radiology Fellowship at the Detroit Medical Center. She has personally performed thousands of venous procedures and trained several physicians in the vein field. During her tenure at Metro Vein Centers, she received the 2017 Best of Vein Doctor in Fort Bend, awarded by Living Magazine and voted for by her patients. Dr. Reincke was also named Top Doc for Fort Bend county for Living Magazine for 2017 and 2018. (Texas)

Dr. Reincke completed her undergraduate studies at Indiana University as a Registered Nurse. She then continued her education to become a Physician Assistant at Saint Francis University. Following that, Dr. Reincke completed her Medical School studies at Wayne State University where she graduated with the Academic Achievement Award.
Dr. Garrison, M.D., FACS, FASMBS, is a board-certified General, Bariatric and Vascular Surgeon with over 25 years of experience.
Dr. Garrison graduated from The University of Medicine and Dentistry of NJ/Robert Wood Johnson Medical School in 1982 and completed his General Surgery Residency training at the UMDNJ/New Jersey Medical School in Newark, New Jersey in 1989. In addition, he completed a Fellowship for Bariatric Surgery in 2007.
“As a Surgeon, I have always taken the approach of wanting for my patient exactly what I would want for myself. When I encounter a patient I always accept that being in front of a surgeon leads to a tremendous amount of anxiety and fear. In order to overcome that fear and anxiety I must empower the patient not only with the knowledge of their disease but also add in the pertinent medical information on the prescribed treatment process. Empathy and compassion can then serve as the cornerstones of my treatment.”
Dr. Garrison completed his undergraduate studies at Lehigh University with a Bachelor of Science degree in Chemistry. He still is actively involved with the University by participating in a Visiting Lecture series on The Ethics of Surgical Diseases and the Changing Economic Dynamic of Medicine. Dr. Garrison serves as a mentor to students interested in pursuing a career in medicine and is extremely active in the recruitment and retention of students of color to the university. He recently has published a primer on Bariatric Surgery in the American Journal of Family Physicians. In addition, in his free time Dr. Garrison has achieved a level of success by actively coaching a College level Pro-Am basketball team in the spring, summer and fall.
Chief Medical Officer
Dr. Mason Mandy, M.D., is a board-certified General Surgeon with 8 years of experience in private practice. He ran his own general and cosmetic surgery practice near Nashville before moving to Queens to start the first Metro Vein’s office in New York City, where he now serves.
Dr. Mandy attended the U.S. Air Force Academy, where he graduated in 2001 with a double major in Biology and Biochemistry as an Honors Graduate. He subsequently completed medical school at the University of Alabama-Birmingham School of Medicine before completing his General Surgery at Beth Israel Medical Center in Manhattan, where he received the Teacher of the Year Award as a Chief Resident.
Dr. Mandy also volunteers at the Bowery Medical Mission in Manhattan and is scheduled to make his second medical mission to the Ivory Coast in 2018.
“Surgery is my passion,” says. Dr. Mandy. “Nothing is more rewarding than seeing a patient’s life dramatically improve after treating their vein disease. Through short procedures performed in an office setting without general anesthesia, I can radically improve our patients’ quality of life and their enjoyment of work and leisure activities. This is something I am very proud of.”
